Key recommendations:
- Fossil fuels must be urgently phased out, so it is essential that the National Building Renovation Plan due to be published this year includes a clear plan to phase out fossil fuel boilers in existing buildings.
- Wider support, guidance and standards for solar photovoltaic installations, including in relation to batteries and changeover switches, to increase customer resilience are recommended, particularly focusing on vulnerable households and supporting resilience during extreme weather events.
- The Council recommends that the Government take urgent action to support the development of new standards and faster approval processes for low-carbon cement technologies, and a requirement for all new buildings to have resource and waste management plans, to minimise the consumption of materials and reduce waste.
